DNR Creates Web-based Tool to Guide Applicants Through Permitting Process

by Tom Larson

Getting the right environmental permits just got easier, thanks to the new Permit Primer Web page ( www.dnr.state.wi.us/permitprimer/ ) created by the Wisconsin Department of Natural Resources (DNR).

The Permit Primer uses an interactive question-and-answer system to identify the regulatory requirements of business users and link to appropriate permit applications, customized pollution prevention tips and much more. The simple system covers all major permitting areas, including air, solid/hazardous waste, water supply, storm water, waterways and wetlands.

To help new permit applicants deal with unfamiliar terms, deadlines and costs, the Permit Primer offers a variety of user-friendly tools:

  • Drop-down menus throughout the Web page offer definitions of permitting terms and codes.
  • User-friendly icons provide information on permit costs and timing.
  • Links allow users to jump to associated statutes and industry case studies from across Wisconsin.
  • Contacts give you the right DNR contact for your need, the first time.

The Permit Primer uses real-life examples from the business world to illustrate how regulations and permits apply to you. Grouped case studies and lists of frequently asked questions help you learn from others and keep pace with your industry.

In addition to permitting guidance, the Web page also provides access to a wealth of online technical resources.

  • Want to find ways to prevent pollution in your business? The Permit Primer offers suggestions based on your needs and links you to educational materials like the Production and Reduction poster (www.dnr.state.wi.uw/org/caer/cea/posters/index.htm). It also provides a connection to the Wisconsin Pollution Prevention Partnership Web site, a categorized clearinghouse of current pollution prevention news, events, services, and more.
  • Unsure of some of your product specifications? Use the Permit Primer to link to material data sheets.
  • Need help evaluating the environmental requirements of your business? Link to assistance providers at U.W.-Extension Solid and Hazardous Waste Education Center and the Department of Commerce Small Business Clean Air Assistance Program.

"We understand that the permitting process can be confusing," explains Laurel Sukup, a DNR Business Sector Specialist. "The department has compiled this site to help businesses work through their regulatory requirements."

Keep in mind that the Permit Primer is a general guidance tool - it does not provide access to permit application histories or other individual information. As always, specialists at the DNR are available to answer any questions the Permit Primer cannot answer. The Permit Primer has been carefully designed to give you the most appropriate contact within the agency to meet your needs.

Log on, describe your business, and see what the Permit Primer can do for you.
