The WRA Legal and Public Affairs Department is responsible
for all legal, governmental, political and public affairs
operations of the WRA. In addition, the department is
responsible for market statistical reporting and analysis
regarding quarterly housing sales, median prices and other
real estate-related research. The department has two main
components – public affairs and legal affairs.
The Legal and Public Affairs Department wades through
federal, state, and local government issues and ensures
the voice of real estate professionals and homeowners is
heard in the law-making and regulatory process. The WRA is
not a stranger to the state Capitol or to the major state
agencies. Our lobbyists stay in constant contact with
lawmakers and state bureaucracies to help them formulate
laws and rules that are fair and that make sense for
REALTORS® and property owners.
The Legal and Public Affairs Department keeps WRA members
informed of upcoming votes on important legislation and
rules. It issues “calls to action” at key times to
allow REALTORS® to contact their legislators and policy
makers to provide vital information and feedback. In a
sense, the department is your legislative watchdog and
advocate.
The Legal and Public Affairs Department is also
responsible for housing sales statistics and real estate
research. It provides valuable housing statistics for use
by REALTORS® as well as the general public on a quarterly
basis.
The department also administers the WRA’s political
operations. The REALTORS® Political Action Committee (RPAC)
is one such program. RPAC provides financial support to
candidates in key political races. The Legal and Public
Affairs Department monitors national, statewide and local
elections and identifies candidates who support REALTOR®
and property owner issues. Contributions to RPAC from
individual REALTORS® are an integral part of the WRA’s
legislative success because they help elect officials that
understand and are sympathetic to homeowner and property
owner issues. A detailed RPAC brochure is enclosed in this
packet.
The Legal and Public Affairs Department also monitors key
development and private property issues including land-use
and other environmental issues, which are becoming
increasingly important. WRA staff closely monitors the
land-use and environmental proposals introduced by the
state Legislature, administrative agencies, local units of
government, and various environmental groups to ensure a
proper balance is found between the need to protect the
environment and the need to protect private property
rights. Furthermore, the Legal and Public Affairs
Department provides you with the legal and technical
expertise necessary to evaluate and respond effectively to
proposed land-use plans and regulations within your
community. The department also works with local board
governmental affairs staff to monitor and lobby on key
county and municipal issues that directly impact
REALTORS®, homeowners and property owners across the
state.
Finally, because the WRA is committed to protecting and
enhancing the quality of life in Wisconsin, the Legal and
Public Affairs Department is constantly measuring public
opinion on key issues that are important to property
owners and REALTORS®. The department conducts research,
publishes results and communicates to the general public
important public policy issues.
